You make bolts, but you won't know what level you can make them due to the words being wrong and not functioning correctly with the bolts. Also another bug with smithing, you cannot make ten of any item, selecting make ten only makes five. And you cannot make sapphire tipped bolts. You can get cut sapphires and make bolt tips, but in fact you cannot combine them with any bolts to make sapphire ...
